Why don't any (new/old) Indian companies focus on R&D?

Correct me if I am wrong but why is a majority of (industrial ready) breakthrough research being conducted abroad?

What is it that India lacks that is available viably abroad to support R&D?

Are there any industries in India that invest well in R&D?

because there is no need. Most western markets are at least 15-20 years ahead of us technology. It is cheaper and more profitable to tie up with a western company and bring it an old tech that they no longer use in their market. They would be happy to sell it, because its of no use to them anyway.

why till the land, grow cotton, harvest them, process the cotton, spin yarn from it, than cut them according to size, stich it and then wear a new shirt. when you can simply ask (or steal when they hang them to dry) for old clothes from your neighbor and wear them straight away? This is how indian companies think.
