Which offer to go with?

I have 4.5 years exp as Python dev and have 2 offers.

Wipro is giving me pune location but Ibm is saying to join in banglore and I dont want to shift to banglore at this salary.

Help me take correct decision here.

Please state the reason also if you can that will help me taking this decision.
