What is " worst HR"?

There is thread asking to vote for worst HR. They are clerks. What is the worst thing they can do other than delay your final settlement.

Dude.. understand their role.. they primarily work for the "employers" not employees.. all the negative things that employers want to do are implemented through them.. they are just doing their jobs. If they don't obey their masters they will be replaced.
