What do you think about people (with 5-6 YOE) getting promoted as HOE just because they stayed in the company for 4+ years?

A question to Gotroopers (GoTo, Gojek, Toko), or feel free to comment if this is a common practice followed in any of your companies?

Adding more context, sometimes promotion is not just based on number of years spent in company but also depends on the politics they play within in the company.
