Can switch one unit another unit? Or it is depend on manager?

Depends on manager and DM, even if your manager agrees DM needs to approve. The main approval is from unit head which is generally approved once DM approves.

In anycase it's possible but hassle cause generallly all these heads manager are kinda adamant
