Unable to decide.

I am currently working as an Operations Specialist in Business org and have good rapport within the team as well. But due to the restructuring and the internal favouritism i cannot grow in the team no matter how hard/smart i work.(I can see people getting appreciation when they are saying Yes to everything). I want to leave the team but looking at the current job market i don't think it is not possible now. Thinking i can get into the tech side i have also learnt AWS , SQL etc but haven't done any personal projects(maybe i need more guidance and practice) and i am ready to focus more on this as i am well versed with the IT concepts. So, now i am not so sure what to do

1. Should stay back and wait for the right opportunity?(hopefully i am not affected by layoffs)
2. Invest more time towards IT(need guidance cause i do not have any connections)
3. Opt for higher studies (cause every body is doing) includes going abroad which i cannot afford in any way possible
4. Take somebody's help for the guidance (no reliable connections)
5. I am not so sure what i want.
