As they not giving hikes , Iam planning to resign but I don’t have any other offer. Did HR asks for reason, if I say hike, they will give hike ??
Don’t believe managers words . One of my colleague got offer then he resigned but manager retained him by offering more then what he is going to get outside . Then this guy took his resignation back . After 3 months when he asked about his increment then manager raised pip stating his performance is not up to the mark.He is fighting with HR and manager that why they convinced him to take his resignation back if his performance is not good ?

No hike, if you resigned at this time. It depends on the manager and HR approval. They will try to convince you to not resign by showing about good things in companies like good work, good culture, latest tech stack use here, but the salary side will not help u and ask you to wait till next annual appraisal, they even do not guarantee you to give same offer aa you are holding.

HR won't give hike. It is your manager who has to convince HR to give hike if he really needs you. HR couldn't care less if you're leaving.
They will give you hike if they have dependency on you and you really have another offer
Do not resign until you have offer letter, HR is not going to give you hike if you resign but if you would have offer letter then only they will try to negotiate
