What do you mean by that exceptional, do you mean despite failing the eligibility criteria still got the promotion?

if you are in WFH due to medical reasons, but still performing well and got a good rating , at that time HM can raise an exceptional case for RTO criteria. Same for skill up... But exceptional case is not for rating and billability i think..

For the ones who voted yes, can you also elaborate on the grounds on which your promotion was considered?
