I hope now the difference is clear. Chief of Staff are unpaid EAs.

This CoS is just to hide the single menu restaurant controversy. And also serve for marketing. Pre internet the role was called secretary. Then to make it glamorous it was called an executive assistant.
Start up and rich people to differentiate themselves from old world companies gave the name chief of staff.
Essentially it means the same job - a clerk.
