Maybe use a crowd funding at this stage and let it grow organically. Can think of monetizing organically on the side too.
Even if it cheap (Whatsapp started with $1/yr), monetizing now at lower base, it successful can signal existence of value & not just a fad.

Although rev/user will be meager, it will grow till it reaches a scale and and total revenue will grow like a hockey stick.
Try to monetize aspects which are the tangible hooks for this app use. Atleast for me, Salary discussion is the one

What for? Pls don't raise to burn money on ads and bring irrelevant traffic. Whole Indian startup ecosystem is based on this dumb idea.
