Php laravel blade dev needed!

I got a friend whos looking for php laravel developer. Points to consider before you text me-

• a startup regulated entity.
• Very lean team
• No fixed hours work at this point although it would be on paper. You close when a task is done or you stay late to fix something critical.
• Preferring Freshers to 2 YoE with ample knowledge and/or work in finance, oor/and building enterprise level web apps (writing unit/integration tests, secure, fluid ui, clean code, basic webapp design principles etc)
• cloud is plus, knowledge of Indian or global regulations like gdpr, pcidss, dpdp, rbi itfw etc. is a plus
• meaningful internships do count.
• at this point they don't have a budget to train someone on all mentioned things, but the market is big with broader scope for the company n employes
• no esops, equity or fancy gimmicks at the moment . Direct report to the founder engineers and directors.
• you should not be someone who relies on AI tools for each line of code. You may get help, but it's a regulated entity so putting any sensitive info, using claude etc extensions for ide can be risky. can lead to huge penalties from authorities in audit.
