Yes.. They will always offer u at the lowest point of the band. For every band usually there's a min and max year of exp or salary range criteria.
Scan linkedin profile of ppl in same band at thay company and figure out the min exp range needed.. And then see where you are placed.
FAANG usually do not appreciate counter offer based negotiations.. It's easier to negotiate during offer stage..
Always ask 10℅ more than what you deserve, don't be rigid - always give impression you are willing to negotiate. And if they hit MAX - ask them to compensate the remaining ask in terms of cash or stocks.
