I've never had such a manager - but I definitely feel for those who do. I mean negotiating hard with someone for the time you sat on your desk is a bit much
It only makes sense if you're the guy responsible for working on the Air Traffic Control or something crucial like that

Had this manager in my last job, while she wasn't even my direct manager but a dotted one. It wasn't about the time of checking in but for other stuff. The is that she wouldn't like being proven wrong. And if she ends up being wrong, she will pick up a mistake you committed in the 16th century that caused a loss of 2₹ to the company.

I understand this micro management to some extent. My manager said in my mid year review with the partner that I had left for the day before 6pm twice without informing him (as he had nothing else to say negative about me) I couldn’t even take that and resigned for good to retain my sanity. Such behaviour should be called out at the moment itself.
