I think it's true for everyone. Almost everyone is creative, just a matter of tapping into it.
True. Creative people need to draw a lot from their environment and experience. These get synthesised when they are seemingly doing nothing or are not actively occupied.

It’s a bit of a misdirect tbh. I think the “do nothing” in this case refers to not having active tasks on your plate, so your subconscious mind is free to explore and connect the hidden dots - leading to creativity.
It’s not that you’re really doing nothing. The mind always keeps working in the background - it just needs to right environment to do good creative work.
Then again, some people are more creative when under stress - either emotional or due to a deadline. So to each their own.

True. But the asshole engineers in my company don't understand this. Even when I'm away from my desk, doing nothing, my brain is running full permutations and combinations on various ideas.
