HR Job market

My sister with 10 years of rich HR experience across traditional and startup businesses has been looking for a job switch for many months. She's barely got any calls in this period. Is HR job market (particularly HR generalist / HRBP / talent management) really that bad currently? Would anyone have any tips for her?
