How to deal with an office bully?

I am in a frustrating situation - wherein one of my colleagues who is just one year senior to me on my team is a bully and often mistreats people on the team. Being a new member on the team I am often the one who gets laughed upon or made a fool out of. It almost feels like I am in college and getting ragged.
