Fuck All Experience with Small Finance Bank

I am currently serving notice period for resignation in the bank i have been asked for buy out by another company but when I spoke to the HR they said they don't have the provision for early relieving. I am ready to pay the amount outstanding still there is no clause for it. Read HR code of conduct and also HR policy also.

How can I get early relieving my branch manager and cluster head are fuckall people.
