Feeling sad for low quarter reviews

We have quarter review for variable pay. I have variable pay per quarter is 13500. So whoever gets more than 3.5 rating gets full variable pay. I dont speak much in review as i think it is always scam. I got 3.4 this quarter and got 3.0 last quarter. Between 2.5 and 3.5 rating variable will be 75% of variable pay. But i got to know that if i would have spoke i would have get more 3.5 rating. I will still get around 10,500 but the regret of not speaking is too much.
