What's the dating policy at your company? Our stupid HR said that dating is not allowed..and you can be terminated if you date your colleague? I'm going out with this chick in design.while it's not official but we know where it's heading. Should I disclose to HR?

Don't. These rules are bent only if you are in senior management. And what's up with 'chick' the undertone is very disrespectful
Don’t disclose it to the HR. At the same time, don’t disclose it to any of your other colleagues as well. And prepare yourself to pretend that you don’t know each other in the workplace. Office gossip can be rampant, and always has a way of coming around to bite you.
And please don’t call a woman a ‘chick’.
It's allowed, but HR has to be notified. If they are in the same team, then one of them is moved to some other team.

Be sure first. If not, that means she's not serious and you should end it there. You will be at a huge disadvantage if things get complicated.
The policy at each company is different. Try to check it first, slip it in some conversation and find out from someone, although it's always good to be honest about these things right from the start.
