I'm confused on how many solar panels the building needs. There are like 11 ACs in the building and atleast 5-7 will run in summers for all apartments combined.
Get a professional installer to do it Get quotes from 2-3 and it should start to make sense
Alternatively, just read what the building meter reads like on a monthly level, and you could get accordingly?

Yea that makes sense. I'm just concerned that the panel cost+ batteries after the small subsidy will not be worth it
