Can switching company every 2/3 years hurt my career?

Because we see those who work in one company end up becoming CEO or upper mgmt positions. While those who keep switching company every few years for whatever reasons often are not trusted enough in the long run by seniors. Is this true?

Yes, switching companies only gains in short term
No, this is the trend now, we must keep switching
