Zaggle card for flexi benefits

My orgs are planning to provide a Zaggle card for flexi benefits but they have added verticals:

• Meal ( good )
• telecom ( good )
• books ( not sure )
• gym ( don't go)

But they are not adding wallets like fuel which I feel is as imp as a meal benefit.

Is there a provision that I can add it by myself or I can use the amount from one wallet for other wallet needs.

One more question: who allows this provision to add wallets - My org or Zaggle card provider.
