I got a confirmation from my N+1 that they gave me 2 rating but now I'm seeing Succeding rating... So can I know the numbers like exceptional Succeding needs improvement....

Ratings can change. Last year, after successfully completing the assignment for "Needs Improvement" training, I raised an appeal because my rating was downgraded from "Exceeding" to "Needs Improvement" due to BTO and being on the bench for five months. However, I was on the bench due to a skills mismatch, and my people manager was in my favor, so it got changed to "Succeeding." You just need to raise an appeal by talking to your HR and presenting the main points to them.
Can rating 4 be changed ,if N+1.is in support .The only reason they told is not completeing training hours but my traing hours are completed close to 120 by novemeber but until october it is 17.and i got to know from my N+1 that they cited the reason as until october.N+1 said she gave very good rating.My N+1 is in talks and asked me send email to her showing 120 hours training report.What are the chances of changing the rating of 4?
And I want to know...whom can we connect for checking why the rating got changed from 2 to 3
Your N+1 actually. He/she will then be discussing this with the HR as to why the ratings were downgraded.
Were you not BTO compliant or didn't achieve your ACLH target?
