I have joined CG in December 2022, got billable in June 2024. Am I eligible for self review ? My n+1 told to do self review but self reflection form isn't created for me but My manager says nothing can be done until 2 years are completed, it's not applicable for me as a fresher. However I have filled self reflection 2023 & got ratings(succeeding) too.

Can anyone explain how does this work ?
