Can we submit the form with 20% priority weight??

My n+1 is not giving any updates on the business priorities as it has 80% weight. He had not added that yet. Today is the last day so what should I do now?? Shall I submitt it as it is or I should add it??

I'd say submit what you have and document your efforts to get the missing info. If your N+1 hasn't responded, you've done your part.

You can also set your goals for what you feel. Why will you submit at 80%. Your manager should either approve it or share what he/she feels to be added.
