So my question is , can we sue Accenture if the firm doesn't pays variable pay citing some stupid reasons.

When you say “we” not sure who are you referring. Should you use “I”? I am sure not many will join you in your “Sue your company for paying less or no bonus” endeavour.

They will pay variable pay worth some peanuts for legal compliance. Hikes won't be given as announced by them. Not worth the legal hassle.
