I'm negotiating an offer where it looks like HR wouldn't accommodate for the upcoming appraisal next month until there's documentation of it. Q is: if one's serving their notice period, do companies considere them for an appraisal?

Yes, now a days Infy is giving appraisals, promotions and ESOPs to the people who are on notice period. In that way they still have statistics to show with these numbers for hikes, promotions and rewards, wherein they actually doesn't have to pay anything as the employee will leave.
