Working hours issues

I am working a 24 × 7 rotational shift in client location. The manager asks me when you go for the night shift take WFH and when you are on the day shift go for the office. I was convinced that, now in both conditions I need to visit client location and need to raise an exception for 1 month instead of 1 week.

Please suggest me how to cater or bypass the issue? Officially or unofficially?
