Without Offer Can I put resignation?

I have 4+ years of experience and less salary with medium skillset currently I am up skilling my self and planning to keep resignation because I have allocated to support project here they are not releasing me there is no scope of my skillset I don’t want to waste time here in support project. Can I keep resignation?

Two of my team members from the previous project resigned at the same time without any offer in hand, but ended up with 2 offers as LWD neared. Many times, a company rejects our resume because of 90 days notice period. If you think you’re skilled, you can take this chance.

You can resign and try to find new job during notice period. By chance if you don’t get job then you can take your resignation back even on last day.
