Wings2 Evaluation

I just wanted to understand how the evaluation works for wings2 evaluation. 2 members will evaluate an employee. Then only 1 will submit the form or both panelists will submit the form?? And whatever the result the panelist will capture, it will be directly added to the system? Or first it will go to the wings2 td spoc?? Because in my case i feel something fishy. I am strongly feeling that the td spoc is manipulating the result of my evaluations. Strict action should be taken and this kind of td spoc/hr should be terminated. I want to take some intense action regarding this. Anyone plz shed some light on this? I want to know the exact process of how this evaluation happens. As I want to escalate this further.
