Will the offer be released?

I have interviewed with Johnson controls about three weeks ago and last Wednesday HR from Johnson controls called and informed me that they got approval and we will release the offer soon. On Thursday they requested some documents over email like Tcs offer letter,payslip,bank statement,pan,aadhar etc… I have shared the same but till today no response from HR and when I called no response. Will the offer actually be released ? I am waiting to put my paper once the offer is released. Please advise any experienced.
