PA to A news is booming. But will the promotion be hold for 2 rated last YEA? Or will it impact the hike even the position is same?

My last team couldn't make me billable in 18 months. After I got another billable opportunity outside domain in same service line, I asked for release. Because of that they gave me 2 rating after being dedicated to the project even as a buffer.
