I'm at CL 12 and my MAL is 84. What does it mean and what can I expect?

It's not fair infyact. Even after working for 5 years they are not giving you what you deserve. Even if you are an average performer or below average performer you should be getting to level 11. I am sure you are doing what the company needs but they are not acknowledging it, otherwise before 5 years they would have fired you already. Ask for promotion immediately and look outside for other offers. Tell them you have been loyal to the company but you got peanuts.
I would suggest to search outside. It's really not good to stay here for such longer time expecting promotion and that too for level 12. Schedule a call with your people lead and have it cleared . If doesn't work out , then it's not really ok to continue and waste your time
Ask your manager for promotion.
