Not in just pune , it has become common everywhere. But it depends, first thing you just joined and you don't know anyone, it will be fine with time once u make friends. Second thing is how much effort are you putting into connecting with people around you. Why not volunteer first to talk with a stranger?
The stranger also can be thinking why you aren't talking lol.
