Why May 1st is not a national holiday in TCS?

Looks not all locations in India are having national holiday on May 1st. Any weird reason behind this?

Labour day is not a approved holiday in TCS... some branches like Nagpur are having holiday today because of state formation day... I think 7 states have state formation day on May 1..
