Because office is for employees not for their relatives and cafeteria is a part of the office.

If you belong to cognizant standalone premise office, you can have visitor pass and you can have relatives allowed in cafeteria.
If office inside a tech park they wont allow you.

It’s allowed to have your relatives in campus, in cafeteria Only on non working days i.e. Saturday and Sunday
