Why is the Accept IPF option showing?

Why is the Accept IPF option showing in PE appraisal? I don't remember this previous time. This time I can see access or reject IPF option.

For PE you get the option to accept/reject. If you don't take any action then it will be auto accepted in 7 days. For Annual appraisal you will only get the option to accept/reject band
