Why is Salman Ali Agha being underutilized by Pakistan despite solid all-round performances?

Whats goin on with salman ali agha? dude's got solid averages in test and odi, domestic numbers r similar too. why shadab and chacha get preference? he's a good allrounder, showed it against SA. feels like he's being underutilized. anyone else think this?
