Why is Microsoft laying off SDE-2 and hiring SDE-2 simultaneously??

Like, why don't they just internally transfer?? Also, I guess its more expensive for Microsoft to layoff and then hire, since they have to give severance package, as well as the cost of recruitment too. So this decision does not make sense financially too. So anybody can tell what exactly is Microsoft's thought process?

I've come really bizarre cases of companies laying off some division(s) while actively hiring in other division(s).

Why do they not transfer some of the to-be laid-off employees to the other divisions?
