Why is it so difficult to get an internship in HR without mba?

I have worked in the audit domain for more than 3 years and I have been willing to switch to Human Resources since a long time now. I appeared for mba entrances but didn't score well.

Applied for entry level job in HR but no luck. Then I even applied for internships in HR but no response. Like why would they not want a person with experience (although in a different domain) to join as an intern?

It has been really hard to make this transition. If anyone is working in the HR domain and could guide me, it will be really helpful. Thanks
