Why don't people on GV refer?

I have seen multiple times that even when I have the job role link, people don't actually refer. Why is it that big of a challenge?

Many people don’t refer unknowns. It is nothing about GV or non-GV. Also, GV is meant to be anonymous platform, the moment you refer your anonymity is gone. People who prefer to remain anonymous won’t like to lose anonymity that too for someone else’s sake.
