The correct solution for this is for tech parks to offer transportation services for all the companies that operate out of them.
Say for example, we have many companies in Manyata Tech Park in BLR. Now, not all of them provide transportation facilities to their employees. A lot of people come by their own vehicles.
If the tech parks themselves offer their own transportation services and companies can opt in on a per person basis, the ones who subscribed to it can be grouped into clusters based on the area they live. This way, irrespective of the company one works at, if 20 people from the same area work at Manyata Tech Park, they can all be transported in one TT or a mini bus. An edge case that I'm discarding is that I've assumed that everyone works at almost the same time and leaves at the same time.
Now that takes off 20 vehicles on the road and replaces it with one mini bus.
Isn't that a great way ? But no. Tech parks won't do that because they earn more from their vehicle parking charges than this transportation service + parking infra maintenance is extremely low compared to transportation services
