Why deloitte is hiring bulk experience folks by giving extra package than expectations?

Hi, I have observed that these days Deloitte is hiring so many experience employess and giving more ctc than employees expectation, Is anyone from deloitte having idea about this and what’s the reason behind it? Is it kind of contract base hiring?
