Rather than increasing opportunities in India, personally, I think it's more due to the increased difficulty of US visa & GC processes, that is preventing a lot of people from as easily going to the US as in the past, e.g. 15-20 years ago.

I have been trying to get US visa for the last few years, but not able to get through H-1B lottery, so I'm continuing to work in India.

The re-election of Trump has made things worse for immigrants in USA, so more people will continue to be stuck in India.

Top talents coming back to India is more real than "staying" in India.
The one thing I have seen is the most people who have this sudden urge of patriotism or see great opportunity in India's economic growth possibility carry a second residence.

But one thing is certain, going abroad is now on the decline. The west is imposing a stronger cost and almost all good quality has already left.

The increase in total compensation (TC) in India is the main reason. For software engineers, the TC in India is even higher than that in Europe. Only the TC in the USA surpasses that of India; however, the cost of living in the USA is significantly higher than the increase in TC.
