Trending @Accenture; Why are HRs like this?

I've been strictly following the return to office rule. Going to office once a week. This week I planned to go today (Friday) but due to health reasons couldn't go. I raised an exception on the portal and my TL approved it, also mentioning in the comments that I've been following the return to office rule strictly.

Next approval needed from HR. My log off time is 7 PM and at 6:57 PM, HR rejected my exception request, with a comment "Take a sick leave". I reached out to her on Teams, stating I had worked remotely today already. She saw the message instantly, didn't even bothered to read it and replied "Take sick leave" and then went offline. Told this to my TL, and then messaged HR again, then I went offline.

Let's see what happens on Monday. But the question remains, "Why are HRs like this?". I've never heard about a good HR. Not even sure if we can complain about them to anyone.
