Why are billable resources being targeted in TCS under the name of fluidity list.

If someone has inflated CTC then that resource is the first target. For e.g., if you are C1 and the salary range decided by management is up to 8 LPA (I am just assuming) then all C1 guys above 8 LPA are in danger. This is the basic funda of cost cutting.
