Why am I not getting any job or atleast rejections from the orgs?

I am an Engineer and I am in a non-tech field since almost 4 years and wish to switch into tech i.e., Cloud & DevOps. If I get an opportunity into SDE, I'm willing to learn coding as I have basic knowledge of Java. Although I don't have professional exposure but I do have knowledge and expertise by working on capstone projects, assignments,etc. I have Cloud and DevOps certification too.

I am trying for a switch, I reach until 3 rounds but the last HR round never happens and I don't even recieve a rejection from the org. What might be the reason?

Also, are there any orgs you'll might know of who is hiring for freshers or 1 year exp. in Cloud and DevOps. Please let me know, if there are any application links. I have been applying on job portals, careers website. But things aren't working.
