@ThanosIsRight At an executive level both service based and product based companies are equal in terms of work, impact and comp. Moreover going from a COO to a Customer Experience VP in GCP is a big downlevel.
The massive plus for him here is Brand Name + Product Company switch.
If he came from any other product company with COO tag, he couldve been given atleast VP, Enterprise engineering, VP Product whatever it is.

While I agree it’s a down level. You CANNOT be a Product VP without product experience. Customer success VP is still more a generalist role which a COO can do.
Also google loves to down level Flipkart SVP of engineering joined google as Dir which is just one level above SM.
On a side note OP is probably joking

LC round is mostly for Software Engineering role not Customer Support roles.
