This is a scenario from my project. Two guys from same unit/project/role. Guy 1: IPF 4.1, RTO-100%, good skill set, taken up few spoc roles. BAND-B Guy 2: IPF 4.0 RTO-20%, average skill set, taken up few spoc roles. BAND-A

Guy 2 is slightly more visible to top management.
