Who are Separation Team in the company?

I was discussing with HR whether I need to pay the 50k fine if I quit in my 10th month and serve a 3-month notice period. In that case, I will have completed 13 months. She told me to connect with the separation team for clarification. Who are they, and how can I get their contact information? I asked HR for help connecting with them, but she is not responding.
